- Expresses the sense of Congress that it should be the aim of the United States to try to remove the Hussein regime from power and set up a democracy in Iraq.
- Allows the President to give assistance to eligible Iraqi democratic organizations, including telecommunications assistance, humanitarian assistance, and defense articles and service including military training and education.
- Advises the President to call upon the United Nations for the establishment of an international war crimes tribunal for the purpose of prosecuting all Iraqi officials involved in crimes against humanity.
