Vote to pass a bill that establishes a task force to legalize medical marijuana in the state by 2022.
Establishes May 15, 2022 as the new date the department will issue registry identification cards to qualifying patients (Sec. 3).
Establishes May 15, 2022 as the new date the department will establish a secure phone or web based system to confirm marijuana registry identification numbers as well as (Sec. 4):
Whether the identification is valid;
The name of the cardholder;
Whether the cardholder is qualified for medical marijauna; or
Which dispensary the cardholder is qualified to receive the medical marijuana from.
Defines ‘medical purpose’ as a valid defense for prosecution involving cannabis if:
The person was in possession of no more than 3 ounces of marijuana, unless they were storing more in a safe place no one else could access;
The person had no more than 24 grams of cannabis in cannabis products;
The person had no more than 6 cannabis plants kept on their property; and
The person was engaged with cannabis to alleviate symptoms of their medical condition.
Specifies April 30, 2022 as the new date for the important to establishes rules for the oversight of medical marijauna including:
Governing how the department receives petitions to add debilitating diseases to the list of viable ones for medical marijauna;
Establishing how to register and renew applications for medical marijuana;
Establishing how to numerically rank applicants if more applicants apply then are allowed by a local government;
Governing the manner in which the department considers applications and renewals for medical marijauana;
Governing the medical marijauna facilities to insure the health and safety of its patients;
Establishing procedures for suspending or terminating registry ID for applicants that violate above distinctions;
Establishing labelling requirements for medical marijauna;
Establishing the registration of non-resident cardholders;
Establishing the amount of cannabis resident and non-resident cardholders may possess; and
Establishes reasonable application and renewal fees for medical marijauna.
Establishes the first day of school for the 2022-2023 year to be the new date to implement policies regarding students who are cardholders.
