Title: Reduces the Number of Mail-In and In-Person Voting Days

Vote on an amendment for a bill that reduces the number of mail-in and in-person voting days and prohibits county auditors from sending eligible voters an absentee ballot request.

Highlights:

 

  • Requires the state commissioner to impose a fine not to exceed $10,000 to be deposited in the general fund when a county commissioner commits a technical infraction (Sec. 7-3.a).

  • Establishes a candidate who has been nominated under a political party is not eligible for nomination for the same office in the same election year (Sec. 12-2).

  • Specifies the county commissioner of elections does not possess home rule powers concerning the exercise of powers or duties related to the conduct of elections (Sec. 15-1).

  • Requires the state registrar of voters to use information from the electronic registration information center to update information in the statewide voter registration system, including but not limited to the following reports (Sec. 17):

    • In-state duplicates;

    • In-state updates;

    • Cross-statematches;

    • Deceased;

    • Eligible but unregistered; and

    • National change of address;

  • Establishes no absentee ballot application will be provided to a registered voter with any field pre-filled, except that the absentee ballot application may have the fields for the type and date of the election prefilled (Sec. 31.d).

  • Specifies the total number of absentee ballots received by a county commissioner, and the total delivered by each of the following methods (Sec. 33.c):

    • Mail;

    • Delivery to a dropbox;

    • Delivery by hand; or

    • Voted in person at a satellite location.

  • Establishes The ballot drop box shall be secured by a lock and shall include a tamper-evident seal. Only the commissioner or an employee of the commissioner shall have access to the means to unfasten the lock (Sec. 40-7).
