Vote to pass a bill that authorizes distributing a one-time Golden State Stimulus Payment of $600.

Highlights:

 

  • Defines ‘qualified taxpayer’ as an eligible individual who has been allowed a tax credit and has at least one qualifying child (Sec. 9).

  • Defines ‘qualified recipient’ as the following, including (Sec. 9):

    • An eligible individual who filed a California individual income tax return for the taxable year beginning on or after January 1, 2020, and before January 1, 2021, who has been allowed a tax credit for that taxable year by November 15, 2021, and is a California resident on the date the Controller the Golden State Stimulus; or

    • An individual who satisfies all of the following:

      • Filed a California individual income tax return on or before October 15, 2021, for the taxable year beginning on or after January 1, 2020, and before January 1, 2021;

      • Included on the individual income tax return either their federal individual taxpayer identification number, or, if married, the federal individual taxpayer identification number of their spouse;

      • Reported on the return a California adjusted gross income of seventy-five thousand dollars ($75,000) or less; or

      • Is a California resident as defined by state statute, on the date the Controller issues the stimulus.

  • Authorizes the state Controller to issue payments under the one time Golden State Stimulus Fund (Sec. 10).

  • Specifies that if an individual meets only the criteria in subclause (i) they will receive $600 and if they satisfy the criteria in subclauses (i) and (ii) they will receive $1,200 (Sec. 10).

  • Specifies that the following individuals qualify for a one-time $600 grant (Sec. 10):

    • An assistance unit under the California Work Opportunity and Responsibility to Kids Act; 

    • Recipients of assistance under the Cash Assistance Program for Aged, Blind and Disabled Legal Immigrants; and 

    • Recipients of benefits under the Supplemental Security Income/State Supplemental Program.
