Title: Amends Public Safety Laws to Ensure Police Accountability
Vote to amend and pass a bill that amends public safety laws to ensure police accountability.
Appropriates $59,040,000 for total Supreme court operations (Sec. 2-1).
Appropriates $42,110,000 for Supreme Court operations (Sec. 2-2).
Appropriates $16,930,000 for civil legal services (Sec. 2-3).
Appropriates $319,630,000 for district courts (Sec. 2-4).
Appropriates $22,210,000 for the Guardian ad Litem Board (Sec. 2-5).
Appropriates $109,580,000 for the Board of Public Defense (Sec. 2-9).
Prohibits the average compensation for its female employees from being consistently below the average compensation for its male employees within each of the major job categories in the EEO-1 employee information report for which an employee is expected to perform work under the contract, taking into account factors such as length of service, requirements of specific jobs, experience, skill, effort, responsibility, working conditions of the job, or other mitigating factors; (Sec. 2-2).
Requires a business to apply for an equal pay certificate by paying a $250 filing fee and submitting an equal pay compliance statement to the commissioner (Sec. 2.a).
Requires the commissioner of revenue to transfer to the commissioner of management and budget $207,000 annually for the cost of preparation of local impact notes and other local government activities (Sec. 3.b).
Appropriates $109,580,000 for the Board of Public Defense (Sec. 2-9).
Requires the equal pay compliance statement shall also indicate whether the business, in setting compensation and benefits, utilizes (Sec. 2-5.b):
A market pricing approach;
State prevailing wage or union contract requirements;
A performance pay system;
An internal analysis; or
An alternative approach to determine what level of wages and benefits to pay its employees. If the business uses an alternative approach, the business must describe of its approach.
Prohibits the chief public defender from requesting nor may the state public defender approve the addition of permanent staff (Sec. 5-10).
Specifies if the state public defender finds that the provision of adequate legal representation, including associated services, is beyond the ability of the district public defender to provide, the court will order the state public defender to approve counsel to be appointed, with compensation and expenses to be paid (Sec. 6-11).
Authorizes the Board of Public Defense to pay for transcripts and other necessary expenses from county program aid transferred by the commissioner of revenue (Sec. 8).
