Highlights:

 

  • Alleges it is a goal of the state that 100 percent of new passenger cars and trucks offered for sale or lease, or sold, or leased, for registration in the state should be zero-emissions by 2035 (Sec. 1-1).

  • Requires the Department of Transportation, to the extent consistent with federal law, to develop and propose (Sec. 1-2):

    • Passenger vehicle and truck regulations requiring increasing volumes of new zero-emissions vehicles offered for sale or lease, or sold, or leased, for registration in the state towards the target of 100 percent of in-state sales by 2035;

    • Medium-duty and heavy-duty vehicle regulations requiring increasing volumes of new zero-emissions trucks and buses offered for sale or lease, or sold, or leased, for registration and operated in the state towards the target of 100 percent of the fleet transitioning to zero-emissions vehicles by 2045 everywhere feasible; and

    • Strategies, in coordination with other state agencies and the federal environmental protection agency, to achieve 100 percent zero-emissions from off-road vehicles and equipment operations in the state by 2035.

  • Requires the department to develop a zero-emissions vehicle market development strategy by January 31, 2023, and an update every three years thereafter, that (Sec. 1-3):

    • Ensures coordinated and expeditious implementation of the system of policies, programs and regulations necessary to achieve the goals and orders; and

    • Outlines state agencies' actions to support new and used zero-emissions vehicle markets for broad accessibility for all residents of this state.

  • Requires the department to use existing authorities to accelerate deployment of affordable powering options for zero-emissions vehicles, in ways that serve all communities and particularly low-income and disadvantaged communities, consistent with state and federal law (Sec. 1-4).

  • Requires the department to on or before July 15, 2023, identify near term actions and investment strategies to improve sustainable transportation, freight and transit options, including where feasible (Sec. 1-5):

    • Supporting bicycle and pedestrian options, particularly in low-income and disadvantaged communities in the state, by incorporating safe and accessible infrastructure into projects where appropriate; and

    • Supporting light, medium, and heavy-duty zero-emissions vehicles and infrastructure as part of larger transportation projects, where appropriate.
