Vote to amend and pass a bill that requires a requester of a public record to provide sufficient proof of identity to the custodian.

Highlights:

• Defines “sufficient information” to include any electronic or physical document or identification card which includes name and other identifying information, and if the person is a legal entity or acting as the agent of a legal entity, as well as the legitimate name and physical address for the legal entity (Sec. 1).

• Establishes that notwithstanding any provision of this Section or of R.S. 44:32 or 33 to the contrary, a custodian or his employees may require any person electronically requesting to inspect, copy, or reproduce any public record to provide sufficient information to establish the age and identification of the person unless the requestor is known to the custodian or his employees (Sec. 1).

• Specifies that if a person electronically requesting to inspect, copy, or reproduce any public record fails to provide sufficient information to establish the age and identification of the person after being requested to do so, neither the custodian nor his employees are to be required to produce the requested records (Sec. 1).

• Establishes that any document submitted to establish the age and identification of the person pursuant to this Subsection is not to be a public record (Sec. 1).

• Specifies that this law does not apply to any person actually confined in a correctional facility according to an order of imprisonment or making a lawful request (Sec. 1).
