Vote Smart's Synopsis:

Vote to concur with House amendments and pass a bill that limits the hours of an election drop box and expands voting for those with disabilities.

Highlights:

• Requires a County Election Board to reject an absentee ballot that is deposited in a drop box or another, similar container that is not under the physical control and supervision of the County Election Board when the ballot is deposited (Sec. 30).

• Authorizes a voter with print disabilities to use electronic mail, fax, or web publication to request a voter registration application and an absentee ballot application from one of the following (Sec. 21):

• The Election Division:

• A County Election Board;

• A County Board of Elections and Registration; or

• A County Voter Registration Office. 

• Requires an Election Division, County Election Board, County Board of Elections and Registration, or a County Voter Registration Office that receives an electronic email or fax from a voter with print disabilities who requests a voter registration application or an absentee ballot application to provide the requested application by either of the following (Sec. 21):

• Electronic email address or fax number if the email address or fax number permits the office to send the application no later than the end of the first business day after the office receives the request from the voter; or

• United States Postal Service mail if the email address of fax number does not permit the office to send the application.
