Title: Amends the Election Recount Process to Require Recounts on Statewide Issues or Question Elections
Vote to concur with senate amendments and pass a bill that amends the election recount process to require recounts on statewide issues or question elections.
Specifies that an authorized candidate or individual may request either a manual recount or a recount by electronic voting device (Sec. 3).
Requires that a petition for an electronic recount be accompanied by a check for $600 for the first 3,000 ballots and $300 more for each additional 5,000 ballots (Sec. 4).
Authorizes the governor or attorney general to request a recount of any state question through a petition filed with the Secretary of State Election Board (Sec. 9E).
Requires that the Secretary of State Election Board order an automatic recount of a state question if the margin of votes required is 0.5 percent of the total votes cast in a vote on a statutory issue or 1 percent of the votes cast in a vote on a constitutional issue (Sec. 9E).
Specifies that the Secretary of State Election Board must determine the dates and times each county election board shall begin the recount process (Sec. 9E).
Authorizes the Secretary of State Election Board to prescribe the rules and regulations necessary to implement the provision of Section 9E (Sec. 9E).
Establishes a revolving fund, not to exceed $500,000, to account for the costs of a recount by the State Election Board and for reimbursements to county election boards for recounts of state questions (Sec. 9F).
