Vote to pass a bill that establishes new regulations on the rental car industry.

Highlights:

• Amends the rate of passenger vehicle rental tax from 10 percent to 8 percent of the total costs and fees charged for the lease or rental of the passenger vehicle by the vehicle rental business (Sec. 2).

• Specifies that the taxes imposed shall be paid by the vehicle rental business or vehicle rental individual that arranged or executed the rental through the vehicle network (Sec. 3).

• Defines “vehicle rental business” as an individual who (Sec. 9):

• Engages in the business of renting a vehicle in the state; or

• Rents 4 or more vehicles in the state.

• Defines “vehicle rental individual” as an individual who (Sec. 9):

• Engages in the business of renting a vehicle in the state; or

• Rents 3 or fewer vehicles in the state.

• Defines “vehicle rental network” as a digital network that connects vehicle renters to personal vehicle owners (Sec. 9).

• Defines “digital network” as any online-enabled application, software, website, or system offered or used by a vehicle rental network company that enables the prearrangement of vehicle rentals with personal vehicle owners (Sec. 9).
