Requires “multi-tiered system of supports” for literacy in elementary schools (Page 1).

Requires each local school board, public charter school board to adopt certain literacy policies by Jan. 1, 2023 (Page 6-7).
Increases standards for teacher preparation programs (Page 11).
Reduces size of Reading Diagnostic and Intervention Grant Steering Committee, removes from membership exec. director of Collaborative Center for Literacy Development, president of Council on Postsecondary Education or president’s designee (Page 20).
