Title: Expands Restrictions on Elections and Voting

Vote to concur with Senate amendments and pass a bill that expands restrictions on elections and voting.

Highlights:

 

  • Requires an individual who did not provide valid voter identification at the time of voter registration provide valid voter identification before voting in an election (Sec. 4).

  • Authorizes the Lieutenant Governor to make rules establishing requirements for election officials regarding ballot security, including the custody, documentation, handling, processing, disposition, and tabulation of ballots (Sec. 6).

  • Specifies that the legislative auditor general may make and keep copies of ballots or election returns as part of a legislative audit, but prohibits them from examining, making, or keeping copies of ballots in a manner that identifies a ballot with the voter who casts the ballot (Sec. 6).

  • Prohibits an election officer from soliciting, accepting, or using any funds for an election if those funds are donated by any individual that is not a government entity (Sec. 8).

  • Authorizes an election officer to designate at least one ballot drop box in each municipality and reservation located in the jurisdiction in which the election relates and provide 24-hour video surveillance of each unattended ballot drop box and post a sign near the drop box indicating said surveillance (Sec. 9).

  • Requires at least 2 poll workers be present when a poll worker collects ballot drop boxes (Sec. 9).

  • Requires the Lieutenant Governor conduct an audit of the voter registration database on an annual basis, that includes (Sec. 10):

    • A random selection of at least .02 percent of the active registered voters statewide; and

    • At least one active registered voter from each county.

  • Requires that each voter selected for audit have the following checked, including whether (Sec. 10):

    • The voter is eligible for registration;

    • The voter’s registration information is accurate and supported by the documentation on file;

    • The voter’s signature on file is accurate;

    • Their are duplicate voter registrations; and

    • The voter is deceased.

  • Requires the Lieutenant Governor report their findings to the Government Operations Interim Committee beginning 2023 (Sec. 10).

  • Requires election officers ensure that the following equipment is never connected to the internet (Sec. 12):

    • Tabulation servers and equipment;

    • Ballot scanners, including central, precinct, and mobile scanners; and

    • Ballot marking devices.

  • Requires election officers check available resources to determine whether an individual registered voter has voted in one or more states or precincts and report relevant information to law enforcement (Sec. 13).
