Title: Prohibits the Sale of Stolen Catalytic Converters
Vote to concur with house amendments and pass a bill that prohibits the sale of stolen catalytic converters and increases penalties for auto-part dealers who violate.
Prohibits a person from selling a catalytic converter unless the person provides to the purchaser, the person’s name, address, and place of business, and presents a valid driver’s license or other identification card (Sec. 5).
Specifies that for business transactions operated at a fixed business location, the person shall provide the purchaser with a copy of the persons valid sales tax (Sec. 5).
Specifies that for transactions other than business, the person selling shall provide an original receipt or invoice for a replacement catalytic converter (Sec. 5).
Requires the person who purchases the catalytic converter to keep a confidential register or log of each transaction (Sec. 5).
Specifies a person who violates this law shall be subject to a civil penalty of as follows (Sec. 5):
For an initial violation, $1,000;
For a second violation within 2 years, $10,000; and
For a third or subsequent violation, $10,000.
