Title: Expands Access to Reproductive Care

Vote to pass a bill that expands access to reproductive care.

Highlights:

 

  • Requires the Department of Health and Human Services to provide reimbursements to MaineCare sexual and reproductive health care providers for activities and services provided to MaineCare members (Sec. 1).

  • Requires the Department to pay each sexual and reproductive health care provider an amount determined by their number of MaineCare-covered patients per month, beginning with patients encountered on or after July 1, 2022 with the following specifications (Sec. 1):

    • That the payment must include compensation for the difference between the cost of services and the overall cost of operations;

    • That the Department may only exclude operating costs that federal law prohibits Medicaid from reimbursing when determining payments to providers; and

    • That the payment must be made for each encounter between provide and MaineCare member regardless of category or coverage.

  • Requires the Department to maximize any federal reimbursement opportunities or state resources for family planning services (Sec. 1).

  • Requires the Department to create rules for implementing the above payments no later than October 1, 2022 (Sec. 2).

  • Appropriates $239,821 from the General Fund to the Department for implementing this act (Sec. 3).

  • Appropriates $1,472,386 from the Federal Expenditures Fund to the Department for implementing this act (Sec. 3).
