Title: Expands Nursing Home Regulations
Vote to concur with Senate amendments and pass a bill that expands nursing home regulations.
Establishes Skilled Nursing Facility Ownership and Management Reform Act of 2022 (Page 2).
Establishes “reputability and responsibility standards for persons and entities seeking to acquire, operate, establish, or manage skilled nursing facilities in California” (Page 3).
Requires “the State Department of Public Health to screen all persons and entities seeking licenses to acquire, operate, establish, or manage skilled nursing facilities” (Page 3).
Requires “owners and operators, including nursing home chains, to obtain prior approval from the State Department of Public Health before acquiring, operating, establishing, managing, conducting, or maintaining a skilled nursing facility” (Page 3).
Establishes “enforcement actions for failure to apply or seek approval prior to acquiring, operating, or managing a skilled nursing facility” (Page 3).
Prohibits “the use of interim or longer-term management agreements unless an application has been submitted and approved by the State Department of Public Health” (Page 3).
Establishes “sanctions to deter owners and operators from acquiring, operating, establishing, managing, conducting, or maintaining a freestanding skilled nursing facility before the State Department of Public Health approves its application or following the department’s denial of its application, orwithout first applying to and obtaining a license from the department for that purpose” (Page 3).
