• Defines “incite” as urging, promoting, organizing, encouraging, or instigating other individuals, but does not mean advocating orally or in writing ideas or expressions of a belief that do not involve urging, promoting, organizing, encouraging, or instigating the rightness of, or the right to commit the act (Sec. 1).

• Defines “riot” as a public disturbance involving at least one of the following, including (Sec. 1):
