Highlights:

  • Requires that the Office of the State Controller as appropriated, periodically make transfers from the General fund to the Cooperative Welfare Fund as requested by the Director of the Department of Health and Welfare and approved by the Board of Examiners (Sec. 3).

  • Requires that the Children's Mental Health Program make an interagency payment of $327,000 from the Cooperative Welfare Fund to the Department of Juvenile Corrections before July 16, 2023 to be used for the purchase of contract clinician services (Sec. 8).

  • Requires that all 7 behavioral health community crisis centers submit records no later than December 31, 2023 that indicate the levels of funding support by fund source in order to aid in providing a clearer understanding of the financial situations of the crisis centers (Sec. 9).

  • Exempts the Community Hospitalization Program from program transfer limitations, allowing unlimited transfers from other programs within the Department of Health and Welfare (Sec. 10).

  • Requires that funds specifically identified in statute or an appropriation act intended for a certain purpose must be used for that purpose (Sec. 11).

  • Requires that all funds provided in this act are to be subject to accountability reports and management reviews (Sec. 11).

  • Requires that the Division of Substance Abuse Treatment and Prevention provide a report on funds appropriated in Section 1 of this act used for substance abuse prevention and should include the total dollar amount spent on substance abuse prevention versus treatment and be submitted no later than January 22, 2024 to the Legislative Services Office Budget and Policy Analysis Division (Sec. 15).

  • Requires that funds appropriated for the State Opioid Response Grant for naloxone and needles only be available to first responders in the State of Idaho (Sec. 15).
