Highlights:

• Specifies that a measure proposed by initiative will not be put forward unless it is signed by not less than five percent of the qualified electors in the state (Sec. 1). 

• Specifies that a constitutional amendment proposed by initiative may only be presented by a petition signed by qualified voters equal in number to at least ten percent of the total votes cast for Governor in the last gubernatorial election (Sec. 1). 

• Specifies that at least one-thirty-fifth of the number of signatures required to propose a constitutional amendment by initiative must be obtained from each legislative district for it to be put forth to voters (Sec. 1).
