• Classifies the destruction of critical infrastructure or the introduction of toxic substances into widespread contact with other people as domestic terrorism (Sec. 2). 

• Establishes how domestic terrorism is a Class B felony (Sec. 2). 

• Classifies the crime of domestic terrorism in the second degree as the following 

• Possessing of toxic substances with the the intent to introduce the substance into widespread contact with human beings;

•  Intentional possession of a destructive device with the intent to destroy or substantially damage critical infrastructure;
