Title: Establishes a 5-Member Advisory Commission to Examine State Legislative District Maps
Vote to concur with senate concurrence and final pass a bill that establishes a 5-member advisory commission to examine state legislative district maps.
Establishes a 5-member redistricting advisory commission within the nonpartisan Legislative Reference Bureau (LRB) to examine and draw a new state legislative district map plan based upon the following specified standards (Sec. 2).
Population requirements imposed under the state constitution;
House and senate maps based on equal population standards;
District boundaries imposed that coincide with municipal ward boundaries; and
Districts composed of convenient contiguous territory;
Prohibits any legislative district from being drawn for the purpose of favoring a political party, incumbant legislators, political affiliations of registered voters, previous election results, or demographic information to augment or dilute voting strength of a language or racial minority group (Sec. 2).
Requires that there may only be between 54 and 100 total state legislative districts (Sec. 2).
Specifies that the provisions of this bill shall take effect upon passage and approval by the governor (Sec. 2).
