• Requires the implementation of recommendations of the governor's advisory council on military sexual assault and a report over statistics and demographics be filed to state legislature by December 6, 2023 (Sec. 3).

• Authorizes any full time or part time individual who is under investigation and is an active state service member to be placed on paid leave during the pending investigation if they request it (Sec. 4).

• Specifies that the provisions under this bill shall take effect upon passage and approval by the governor (Sec. 6).
