• Requires each board of education to adopt a policy governing the use of cell phones that emphasizes they be limited during school hours, which reduces cell phone distractions (Sec. 1-5).

• Specifies that if determined appropriate by the district, the bill allows students to use cell phones if needed to monitor or address a health condition, if appropriate in a special education individual education plan, or if needed to enhance a lesson (Sec. 1-5).
