Vote to adopt a conference report vote and pass a bill that establishes new provisions related to new sentencing options for juveniles considering United States Supreme Court Holdings in the Cases of Miller V. Alabama and Roper V. Simmons.
Defines Juvenile Offender (Sec. 1).
Authorizes first degree murder by a Minor to be punishable by life in prison (Sec. 1).
Authorizes capital murder by a minor to be punishable by life in prison (Sec. 1).
Specifies that the death sentence cannot be applied to minors (Sec. 1).
SPecifies that this does not apply in cases where an attorney recused himself or has a conflict of interest (Sec. 1).
Specifies that this does not apply in cases where an attorney is required to travel beyond the limits of their jurisdiction (Sec. 1).
