Title: Appropriates Resources for the State Mental Hygiene Budget
Vote to pass a bill that appropriates resources for the state mental hygiene budget in New York.
Requires the New York Department of Health to to contract with a Statewide Fiscal Intermediary for the CDPAP program by January 1, 2025 (Sec. 1).
Specifies that all healthcare providers should review new rules concerning use of medical credit cards and other types of credit (Sec. 1).
Requires that healthcare providers should review several new procedural requirements regarding consent for payment, financial assistance, and treatment of medical debt (Sec. 1).
Requires that healthcare providers obtain separate consents from patients for healthcare services and payment of healthcare services (Sec. 1).
Amends and changes several sections of the New York Public Health Law to expand the access for hospital patients to financial assistance programs,
Limits the medical debt collection practices directed against low-income New Yorkers by loan companies (Sec. 1).
Prohibits the use of immigration status in determining eligibility for financial assistance (Sec. 1).
Defines “underinsured” (Sec. 1).
Requires hospitals provide written notification of financial assistance during the discharge process on exiting the hospital (Sec. 1).
