Highlights:

• Establishes a pathway for paraprofessionals to obtain a lifetime teaching license from the Department of Public Instruction (DPI) without going through the traditional licensure path in Wisconsin (Sec. 2).

• Prohibits DPI from issuing licenses to teach any of the following areas, including (Sec. 3):

• Early childhood special education;

• Cross−categorical special education;

• Speech−language pathology;

• Deaf or hard of hearing;

• Blind and visual impairment;

• American Indian language license; and

• American Indian history, culture, and tribal sovereignty.

• Specifies that the provisions of this bill shall take effect July 1, 2024 (Sec. 4).
