• Establishes standards to provide prenatal care services under the medical assistance program (Sec. 1). 

• Specifies the department must consider the accepted standards of care by professional practice including recommendations from the American College of Obstetricians and Gynecologists and the American College of Medical Genetics and Genomics, and local experts in this field of medicine (Sec. 1).

• Prohibits this section from limiting the access, availability or coverage for the patient and requires all pregnant patients be given access to this screening test (Sec. 2). 

• Prohibits this section from limiting the access, availability or coverage for the test based on family history or ethnic background (Sec. 3). 

• Requires all patients planning pregnancy be given access to this screening test intended for global population determining inheritable recessive conditions with a carrier frequency connecting to an ethnic group (Sec. 3).
