Vote to pass a bill to give residents resource rebates and energy subsidies to assist with high energy costs.

Highlights:

-Establishes a gas pipeline development fund to finance a gas pipeline project in Alaska (Sec. 10). -Appropriates $50 million each year for 5 years to fund renewable energy projects (Sec. 11). -Establishes the Alaska Resource Rebate Program to assist residents with current high energy costs by increasing the 2008 permanent fund dividend for residents by $500 (Sec. 13, 14). -Grants an emergency relief payment to residents for costs of heating oil or propane that exceed $3.00 a gallon for up to 850 gallons used by a single family residence and 300 gallons for each unit in a multi-family residence (Sec. 15). -Grants an emergency relief credit to residents for costs that exceed $3.00 an Mcf of natural gas for up to 100 Mcf used by a single family residence and 50 Mcf for each unit in a multi-family residence (Sec. 15). -Reimburses residents who use electricity to heat their residence by 5 cents a kilowatt-hour for the cost of up to 2,300 kilowatt-hours each month of electricity purchased, except for the first 500 kilowatt-hours each month (Sec. 15). -Reimburses residents for the sales tax paid for the fuel or electricity for which the emergency energy relief payment or credit is made (Sec. 15). -Requires landlords who receive an energy credit or relief payment to pass on the benefit by lowering their tenants’ rent by the amount attributable to the rent (Sec. 15).
