Title: Capital Improvement Appropriations

Vote to pass a bill that appropriates $139.96 million in bonds and earmarked funds to various departments for capital improvement projects, including, but not limited to, the following highlights.

Highlights:

- Appropriates $31.35 million to the Capital Program Fund for state building projects, including, but not limited to, the following (Sec. 7):

    - $5.8 million for the Southern New Mexico Correctional Facility in Dona Ana county and the Central New Mexico Correctional Facility in Valencia County; - $4 million for the health and human services complex in Santa Fe; - $3.5 million for the state laboratory services building in Albuquerque; - $2.7 million for state buildings on the Los Lunas campus and the old dormitory at the rehabilitation center in Roswell; - $2 million for the New Mexico Behavioral Health Institute in Las Vegas; - $2 million for state buildings statewide; - $1.5 million for for the Lordsburg port of entry; - $1.3 million for offices of the Department of Workforce Solutions to comply with the requirements of the Americans with Disabilities Act of 1990; - $1 million for the Homeland Security and Emergency Management Department Center in Santa Fe, contingent on the state receiving a federal grant; and - $1 million for health facilities statewide.
- Appropriates $28.5 million to the Department of Finance and Administration for the following (Sec. 22):
    - $6 million for a technical support center in Rio Rancho pursuant to the Local Economic Development Act; - $6 million for a solar equipment economic development project in Bernalillo county pursuant to the Local Economic Development Act; - $4.5 for grants to political subdivisions for infrastructure improvements pursuant to the Local Economic Development Act; - $4 million for a financial services economic development project in Bernalillo county pursuant to the Local Economic Development Act; - $4 million for colonias infrastructure improvements statewide; - $3 million for a solar equipment economic development project in Belen pursuant to the Local Economic Development Act; and - $1 million for county fairgrounds and public rodeo facilities statewide.
- Appropriates $16.1 million to institutions of higher education, including, but not limited to, the following (Secs. 33-39):
    - $6.8 million to the University of New Mexico, including $4 million for a film and digital media center, and $2 million for a nanotechnology and biotechnology center; - $5.5 million to the New Mexico State University for an arts complex; and - $2.2 million to the New Mexico Military Institute for water supply infrastructure.
- Appropriates $7.4 million to the Department of Information Technology, including, but not limited to, the following (Sec. 27):
    - $2.1 million to upgrade and redesign the state enterprise email system; - $1.7 million for a disaster recovery site for the statewide human resources, accounting and management reporting system; and - $1 million for the conversion from analog microwave towers to a statewide digital microwave network.
- Appropriates $7 million to the Department of Public Education for the following (Sec. 16):
    - $5 million to purchase school buses statewide; and - $2 million for pre-kindergarden classrooms statewide.
- Appropriates $5.45 million to the Department of Game and Fish, including $4.25 million for the Lake Roberts damn and spillway in Grant County (Secs. 23, 42, & 43). - Appropriates $5 million to the State Fair Commission for the New Mexico State Fairgrounds in Albuquerque (Sec. 21). - Appropriates $5 million to the Tribal Infrastructure Project Fund for infrastructure projects statewide pursuant to the Tribal Infrastructure Act (Sec. 32). - Appropriates $4.8 million to the Public School Outlay Fund for the following (Sec. 29):
    - $2.5 million for the New Mexico School for the Deaf in Santa Fe; and - $2.3 million for the New Mexico School for the Blind and Visually Impaired in Alamogordo.
- Appropriates $4.8 million to the Department of Aging and Long-Term Services, including the following (Sec. 4):
    - $2.7 million for improvements to various senior centers to comply with building codes; - $1.15 million for the transportation of hot meals to various senior centers; and - $950,000 for the purchase of handicapped-accessible vans for various senior centers.
- Appropriates $4.74 million to the Department of Cultural Affairs, including, but not limited to, the following (Sec. 9):
    - $1.8 million for Tortugas Hall and the New Mexico Farm and Ranch Heritage Museum in Las Cruces; - $1 million for state museums and monuments statewide; and - $563,000 for the Bosque Redondo Memorial at Fort Sumner State Monument in De Baca county.
- This is a substitute bill sponsored by the House Committee on Taxation and Revenue.
