Title: Legalizing the Production of Industrial Hemp
Vote to pass a bill that legalizes the production of industrial hemp and places it within the jurisdiction of the Department of Agriculture.
-Defines "industrial hemp" as all nonseed parts of the Cannabis sativa plant containing a cropwide average tetrahydrocannabinol concentration not exceeding 0.3 percent on a dry weight basis (Sec. 1). -Requires growers and handlers to acquire industrial hemp licenses, and requires growers and handlers engaged in the production of agricultural hemp seed to obtain agricultural hemp seed production permits, both of which are issued by the Department of Agriculture and valid for 3 years, unless revoked by the Department (Sec. 2). -Specifies that both industrial hemp licenses and agricultural hemp seed production permits shall include the following (Sec. 2):
