Issue Positions

For Presidential and Congressional candidates who refuse to provide voters with their positions, Vote Smart has researched their public records to determine their likely responses. These issue positions are from 2024.

  • " That is why he brought legislation to the House Floor for a vote that would enshrine Roe v. Wade into law." (www.hoyerforcongress.com)
  • "Congressman Hoyer is outraged by the Supreme Court's decision to overturn Roe v. Wade and believes that this decision, as well as the extremist policies Republican-backed states are pushing to undermine women's right to care, presents the worst assault on women's rights in generations." (www.hoyerforcongress.com)
  • "For the past decade, the Affordable Care Act (ACA) has helped bring coverage to millions more Americans, significantly slowed the growth in costs, and brought an end to discriminatory practices that left many suddenly without coverage or access to care when they needed it most." • "Congressman Hoyer has worked to create or save nearly 23,000 jobs across the Fifth District, including jobs at Patuxent River Naval Air Station; St. Inigoes; the Naval Surface Warfare Center, Indian Head; and Goddard Space Flight Center." (www.hoyerforcongress.com)
  • Voted for HR 7301 "Emergency Housing Protections and Relief Act of 2020" (justfacts.votesmart.org)
  • "Everyone deserves a safe place to call home. But we know housing costs are eating up too large a share of lower-income residents' budgets, often leaving them with impossible choices between paying for rent or meeting their daily needs. This federal relief will help those facing hardship find suitable housing for their families as we continue working to increase access to affordable housing in our communities." (hoyer.house.gov)
  • Voted for HR 8294 "Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2023" (justfacts.votesmart.org)
  • "I often say the 117th Congress was the most productive Congress in which I have served—and one year ago today, we built on that historic progress by enacting the Inflation Reduction Act (IRA). That transformative piece of legislation continues to bring down energy, health care, prescription drug, and other costs for working families. Additionally, the law made the largest investment any nation has made in history to combat the climate crisis. The IRA accomplished all of this while lowering the national debt by billions of dollars by ensuring that billionaires and corporations pay their fair share in taxes." (hoyer.house.gov)
  • Voted against HR 347 "Reduce Exacerbated Inflation Negatively Impacting the Nation Act" (justfacts.votesmart.org)
  • "Throughout my career, I have advocated for more affordable and accessible education for Maryland's students. This week, the Biden Administration launched the Student Debt Relief Portal for millions of student loan borrowers. This is the student loan forgiveness application and it is now live." (hoyer.house.gov)
  • Despite exhaustive research, Vote Smart was unable to find information about this candidate's position.
  • Voted against H Res 987 "Denouncing the harmful, anti-American energy policies of the Biden administration, and for other purposes." (justfacts.votesmart.org)
  • "Recent enactment of the Infrastructure Investment and Jobs Act will mean substantial investments in tackling the climate crisis and a cleaner, more sustainable environment for Marylanders. The infrastructure bill includes historic investments in transit and intercity passenger rail, the largest single investment in water infrastructure, and $238 million dollars to clean up the Chesapeake Bay. Complementing it, the Build Back Better Act includes $555 billion, and it would be the largest investment by any nation, in order to address the climate crisis. That legislation passed the House in November, and it is awaiting action by the U.S. Senate. Congressman Hoyer introduced legislation that would curb carbon emissions from deforestation while helping the global community meet the goals of the Paris Climate Accord. H.R. 5830, the America Mitigating and Achieving Zero-emissions Originating from Nature for the 21st Century Act, or AMAZON21, will help end deforestation by 2030 around the world, support reforestation efforts in developing countries, protect the rights of women and indigenous peoples, and take additional steps to save our planet’s critical carbon sinks. Congressman Hoyer strongly supports environmental standards that keep our land, air, and water clean. He has supported every major environmental bill since he was elected to Congress. He has also secured federal dollars to clean up the Chesapeake Bay and the Patuxent, Potomac, Anacostia, and St. Mary's Rivers, and he has worked to replenish the oyster population of the Chesapeake Bay and its tributaries. In addition, Congressman Hoyer has been an advocate for the clean up of toxic PFAS chemicals in the Fifth District and brought H.R. 2467, the PFAS Action Act, to the House Floor to address these ‘forever chemicals’ in communities in Maryland and across the country." (www.hoyerforcongress.com)
  • Voted against H Con Res 86 "Expressing the sense of Congress that a carbon tax would be detrimental to the United States economy." (justfacts.votesmart.org)
  • Despite exhaustive research, Vote Smart was unable to find information about this candidate's position.
  • Voted for S 2938 "Bipartisan Safer Communities Act" (justfacts.votesmart.org)
  • "Congressman Hoyer has always been a staunch supporter of gun safety laws that keep our communities safe. For years, he has supported universal background checks for gun carriers, and he brought H.R. 8, the Bipartisan Background Checks Act to the House Floor for a vote to tighten loopholes in current gun laws. He wants to put an end to the gun violence epidemic that has roiled communities across the country, including right here in Maryland. In 2022, Congressman Hoyer was critical to the enactment of the historic Bipartisan Safer Communities Act. This package included important provisions such as closing the harmful 'boyfriend loophole,' measures to help implement ‘red-flag’ laws that empower law enforcement officers to keep guns out of the hands of people at risk of harming themselves or others, and making it a federal requirement that thorough background checks are conducted for Americans under the age of twenty-one who seek to purchase a firearm. Congressman Hoyer will continue advocating for measures that keep communities safe from this epidemic and save lives." (www.hoyerforcongress.com)
  • Voted for HR 1808 "Assault Weapons Ban of 2022" (justfacts.votesmart.org)

  • "It will make sure that no Marylander pays more than $35 a month for insulin and bring down the costs of prescription drugs by allowing Medicare to negotiate the price of prescription drugs." (www.hoyerforcongress.com)
  • "Thanks to Democrats, Medicare is no longer taking whatever prices for prescription drugs pharmaceutical companies demand. I'll continue to deliver lower prescription and health care costs for Maryland families." (twitter.com)
  • Voted against H Res 1065 "Denouncing the Biden administration's immigration policies." (justfacts.votesmart.org)
  • Voted against H Res 957 "Denouncing the Biden administration's open-borders policies, condemning the national security and public safety cr .." (justfacts.votesmart.org)
  • "I have long believed that Congress ought to come together to enact comprehensive, bipartisan legislation to fix America’s broken immigration system. The bill passed by the Republican House Majority today would only undermine that effort. Severely restricting legal pathways to enter the United States and reinstating indefinite detention for families and children who seek asylum, this legislation neither solves the challenges at our Southern Border nor does it create agreement to advance solutions. The end of Title 42 reminds us of the longstanding need for comprehensive immigration reform. Last Congress, I proudly brought the Dream and Promise Act to the House Floor, which would establish a legal pathway to citizenship for the millions of Dreamers and people with Temporary Protected Status and Deferred Enforced Departure who call America home. We also passed the Farm Workforce Modernization Act to fix our visa system for the migrant agricultural workers who help our farmers feed our country. Both commonsense measures received bipartisan support, yet sadly neither received enough Republican support in the Senate to become law. So here we are. Congress ought to continue pursuing these substantive proposals rather than indulging the partisan fearmongering that we have seen this week. I encourage our colleagues across the aisle to put aside these extreme policies and work with us to ensure that America remains a land of opportunity and inclusivity with border security." (hoyer.house.gov)
  • "Speaker Johnson says he's looking for a path forward to work with the Democrats on Ukraine and Israel. Take it today. We will work with you in that path. Mr. Speaker, the path has been clear for quite some time. Over 300 Members of this body have consistently voted to aid Ukraine. Let us stop sleeping in this House. Let us act." (hoyer.house.gov)
  • Voted for HR 5692 "Ukraine Security Assistance and Oversight Supplemental Appropriations Act, 2024" (justfacts.votesmart.org)

This candidate has responded to a Political Courage Test in a previous election. As a continued effort to provide the American public with factual information on candidates running for public office, these archived responses are made available here.
The Political Courage Test asks candidates which items they will support if elected. It does not ask them to indicate which items they will oppose. Through extensive research of public polling data, we discovered that voters are more concerned with what candidates would support when elected to office, not what they oppose. If a candidate does not select a response to any part or all of any question, it does not necessarily indicate that the candidate is opposed to that particular item.
