The 2005 Budget still must be set before one can answer these, yet based on the previous three we can guess areas of need, (Bush has shown some interest in these areas for the next budget). Each secretary will have to determine the department's need to implement policy.

There are still too many crimes related to drug use. Back to "Just say no to drugs" and more "War on drugs" will help lower crime rates. Just because someone is rich enough not to turn to crime to get a fix does not mean that there should be unequal treatment by the law.

Again, the Federal government should be blind to race while keeping laws against oppression because of race. We simply allow secret audio or video recordings of job interviews with some tort guidelines to prevent legal abuse.

Living in the "Clean Up America" decade... I am disappointed in the last 15 years of regression. Worldwide pollution from other nations is the biggest threat to the environment. Phytoplankton and macroalgae in the sea are vital to life, so based on volume, once we notice failure, it may be too late!

Based on the information released to the public I never agreed with attacking Iraq, but since we did we cannot just leave (as history has shown). We need to stay for several years to keep the new Iraq stable. The more groups make demands for us to leave the more we should consider staying (for it would be unstable). Iraq needs to pay their own way. We should withdraw from Germany and move to Iraq now that we attacked them. We can use Iraq against Usama bin Laden's group.
We need to get countries closer to the problem involved. We must stay focused on the war against those that attacked us on 9/11. We must take all threats with seriousness as 9/11 proved Usama threats. We must be proactive against threats to protect America.
We should stay in Afghanistan for several years to keep the new government stable and to protect Americans from Usama bin Laden. North Korea's threat should be considered a threat of war (just like Usama bin Laden).
The United Nations needs a new location and needs to change into an environmental control program (against pollution). All peace keeping missions need to be paid for (in general) by the benefiting country.
Cuba will change and our kindness will help lead them. I am sure most people would not donate extra taxes to pay for African AIDS prevention, yet most say Africa needs help. We've tried helping them for 40 years with aid and Peace Corps yet they've not helped themselves.

Trade involves diplomatic negotiations from previous Presidents (with some ratified by Congress). Setting things straight can be a long process. But focus on American jobs is the number one goal here (keeping the cost of goods in mind at the same time). Trade requires adjustments.

Nor should internet service providers (ISP's) be allowed to watch what you do no matter what agreement is forced upon you, in order to have access to the internet (also known as intermeddle, intimidation through the duress of no other choice). Keep America safe.

I feel that nonprofit organizations should lose their nonprofit status if anyone makes more than the current FICA (social security) maximum, (which is $89,900). There are plenty of willing and able people to take their place for $89,900 a year.
With a limit of 200 words this is not likely to be a magnum opus, and I must question the lack of depth, breadth and forethought of the board members. Just here off the top of my head: tort reform, SEC regulations, method patents (computer programs), Judicial review, education, healthcare, environment, lowering the deficit, national security, liberty, electric grid, racism, governing of states, too few highways, dams need repair, natural gas storage, the poor, the homeless, orphans, NASA, military volunteers, et cetera. Plus one must have vision for the future: the right to be free of ID implants or tattoos, new means of transportation, AI, robotics replacing jobs (bad), new means of defense and attack, asteroid protection, protection of lunar resources, space junk, et cetera. So to bring it down to three priorities. . . I object, but I will go back to when I had a dream to be President (December 2001) and chose what I was working on then which was to (1) end racism, (2) freshwater storage and conservation and (3) to hunt down Usama bin Laden et al.
