I was the lead co-sponsor of resolutions calling for a convention of States as authorized by the US Constitution to enact a federal balanced budget amendment. Congress has failed to act. Washington DC is a mess. The US Constitution allows the states to force a convention to address changes that Congress refuses to take up. The time has come for this cure to the problems in Washington.
