U.S. Representative Evan Jenkins (R-W.Va.) voted yes late Monday to pass legislation to improve the nation's 911 system and make it more responsive in emergencies.

H.R. 4167, the Kari's Law Act, would require all multi-line telephone systems to allow users to dial 911 without first having to dial for an outside line. The bill passed unanimously by voice vote.

"911 is a lifeline for those in need, but only when a dispatcher can be reached. This bill will ensure those in need will be able to quickly dial 911 and improve our law enforcement's response to emergencies," Rep. Jenkins said.

"Law enforcement is grateful for the efforts of Congressman Jenkins to support this legislation. Time is of the essence in most criminal investigations, and lives can literally hang in the balance. This bill will substantially aid police and serve to enhance public safety," Huntington Police Chief Joseph Ciccarelli said.
