Gerrymandering is defined as, to manipulate the boundaries of (an electoral constituency) so as to favor one party or class. This technique is obvious in Wisconsin. The 31st Assembly District spans over two counties. Beloit is part of two assembly districts as well. This is wrong and must be corrected in Madison.
