Banks Applauds Pro-Life Bill Becoming Law

Congressman Jim Banks (IN-03) today applauded President Donald Trump for signing H.J. Res. 43 into law. This measure will allow states to distribute their Title X family planning funds to entities that do not provide abortions. The House passed H.J. Res. 43 in March.

"President Trump did a great thing today by signing this important pro-life resolution into law," Banks said. "This bill overturns a politically-motivated Obama Administration requirement and gives states the right to choose the entities they decide are most fit for federal Title X funds. I will continue to fight to redirect additional taxpayer dollars away from Planned Parenthood."

Background:

The federal government distributes Title X funding to states for family planning purposes. Counties then determine how to distribute those funds, and some counties decide to distribute these funds to community health centers and county health departments instead of clinics like Planned Parenthood that provide abortions.

In December 2016, the Department of Health and Human Services finalized a rule that denies Title X funding to states that exclude clinics from receiving Title X funding because they offer abortions. The resolution signed into law today nullifies that rule.
