Issue Position

The West Virginia Constitution provides that the legislature must pass a balanced budget each year. It is the one mandate of the constitution regarding the subject of legislation each regular legislative session. Before asking West Virginia citizens to pay more of their hard earned dollars to meet the expense of government, legislators and the governor must be sure that every measure has been taken to avoid waste, fraud, or slush spending before increasing taxes or accessing budget shortfall funds. We should seek to avoid federal strings attaching to our budget. An appropriate reserve should be maintained for "rainy days" and should be leveraged when "rainy days" demand it.
