Location: Oklahoma City, OK
Issues: Taxes

On Monday, Congresswoman Kendra Horn (OK-5) announced her Workers Tax Cut Plan, a plan to cut taxes for working families by doubling the Earned Income Tax Credit. Horn's plan would increase the maximum Earned Income Tax Credit by $1,500 and expand the number of households eligible for the credit by 50 percent.

"Our tax system should be balanced and ensure everyone pays their fair share," said Congresswoman Kendra Horn. "We shouldn't be putting the most burden on working Oklahomans who are just trying to get by. My proposal incentives work and will help lift millions of Americans out of poverty. The Earned Income Tax Credit encourages work by scaling up as an individual's income grows. My plan to double the EITC would help millions more families make ends meet."

How Horn's plan to double the EITC would impact different households:

A family with three children and an income of $40,000 would receive $4,600 under Horn's plan, an increase of more than a thousand dollars over the current EITC credit. See the impact on households with three children.
A single parent with two children making $30,000 would receive $4,771, an increase of $1,150 in their EITC benefit. See the impact on working parents with two children.
A single worker with no children making $16,000 does not qualify for EITC under current law, but would receive a $780 refundable tax credit under Horn's plan. See the impact on individual workers with no children.
"We applaud Congresswoman Horn for bringing a proposal that will support working Americans who still struggle to make ends meet," said Chris Bernard, Executive Director of Hunger Free Oklahoma. "In these challenging times, it is crucial that we focus on policies that ensure we all have the resources we need to meet our basic needs."

"The Oklahoma Institute for Child Advocacy (OICA) applauds this attempt to put money back into the pockets of working Americans," said Joe Dorman, CEO of OICA. "Targeted tax relief like this for those who need the extra help is truly what helps fuel the economy for those living paycheck to paycheck."

"Oklahoma Child Care Resource & Referral supports any legislation that is in the best interest of children," said Paula Koos, Executive Director of the Oklahoma Child care Resource & Referral Association. "Increasing the maximum benefit of the EITC by $1,500 would provide much needed assistance to low- and middle-income workers and families who already face new financial challenges in the era of COVID-19. Rep. Horn's plan would greatly benefit children and OCCRRA supports it."

Congresswoman Horn's plan would be revenue neutral, paid for by reversing the 2018 tax cuts for individuals earning over $400,000, eliminating tax loopholes for big pharmaceutical companies, and restoring the tax rate for foreign subsidiaries. Congresswoman Horn plans to introduce legislation in the 117th Congress to pass her Workers Tax Cut Plan.
