Issue Position: Criminal Justice Reform & Unwavering Support for At-Risk Youth

Issue Position

As Chair of the Massachusetts Black and Latino Legislative Caucus in 2018, Frank had a major role in crafting and passing Massachusetts' most comprehensive criminal justice reform legislation in generations.

This legislation included provisions that modernize and address the ongoing issues of juvenile justice, bail reform, mandatory minimum sentencing, and more to break the school-to-prison pipeline and provide responsible alternatives to incarceration.

In the wake of the George Floyd murder, Frank filed two pieces of legislation (HD.5142, An Act relative to the right to record law enforcement and HD.5145, An Act relative to improper and discriminatory police reporting) that protect individuals from police brutality, codify our civil rights, and establish penalties for those who weaponize law enforcement against people of color.

Frank has also been a consistent and strong ally for at-risk youth programming in the state budget to secure funding for local organizations such as UTEC and YouthBuild, while also hosting an annual basketball tournament that brings young people and law enforcement together to form lasting relationships of mutual respect.
