Congressman Andy Biggs Starts Third Term, Introduces 28 Bills

Today, Congressman Andy Biggs (AZ-05) was sworn in for the 117th Congress, starting his third term as a member of the House of Representatives. Congressman Biggs offered the following statement:

"I am grateful for the trust that my constituents have bestowed on me, and I am ready to represent them for a third term in the U.S. House of Representatives. It has been an honor to serve Arizona's Fighting Fifth in Congress for the past four years. We have accomplished a lot for Arizona and our East Valley, and I remain focused on critical work that continues for our constituents and industry partners back home.

"The next two years of the 117th Congress will present great challenges for our country, state, and district. Freedom and our constitutional rights have never been more at risk with the continued rise of the radical left's progressive agenda. I will remain vigilant in defense of our freedoms, and I will always defend our Constitution and Bill of Rights. On the first day of the 117th Congress, Congressman Biggs reintroduced 28 bills. The names, summaries, and text of the bills are below.

In the coming weeks, Congressman Biggs will be introducing legislation to help America's small businesses, to address the country's national debt, and to fix the broken budget process in Congress.

Health Care

Patient Access to Medical Foods Act
This bill updates the Orphan Drug Act's decades-old definition of medical foods and expands access to these products, including to Medicare Part D and TRICARE patients.

Health Coverage Choice Act
This bill codifies the Trump administration's rulemaking on short-term, limited-duration (STLD) health plans, which expanded these plans to a maximum of 12 months from three months and allowed renewability for up to 36 months.

Freedom for Families Act
This bill is a free-market alternative to federally-mandated paid family leave, which would make funds in a health savings account available for expenses during a period of leave for the birth or adoption of a child, or for a family illness.

Protection from Obamacare Mandates and Congressional Equity Act
This bill provides an exemption to the Obamacare individual mandate for individuals residing in counties with fewer than two health insurance issuers offering plans on an exchange, and also ends the loophole for Members of Congress and congressional staff to opt out of the Obamacare exchanges.

To amend the Public Health Service Act to provide for cooperative governing of individual health insurance coverage
This bill establishes which state law governs health insurers offering coverage in multiple states.
Election Integrity

Voter Integrity Protection Act
This bill amends the Immigration and Nationality Act to make voting in a federal election (unless otherwise provided for under the federal criminal code) by an alien who is unlawfully in the United States an aggravated felony and a deportable offense.

To repeal federal motor-voter legislation
This bill repeals the outdated National Voter Registration Act of 1993 (A.K.A. Motor Voter). This bill would restore states' rights to conduct elections and allow them to enforce state laws that eliminate voter fraud opportunities.
Science, Space, and Technology

Space Research Innovation Act
This bill allows the National Aeronautics and Space Administration (NASA) to partner with universities to conduct deep-space research and mission development.

Improving Science in Chemical Assessments Act
This bill ensures that potentially toxic substances are accurately identified and reported to the public and eliminates the Environmental Protection Agency's unauthorized and duplicative Integrated Risk Information System (IRIS), which has a track record of carrying out flawed chemical assessments using improper science.

FUEL Reform Act
This bill eliminates the following renewable energy subsidies in title IX of the farm bill.
Natural Resources

To amend title 54, United States Code, to increase public access to recreational areas on Federal land
This bill increases, of the amounts made available for expenditure in any fiscal year under the Land and Water Conservation Fund, the minimum amounts to be made available for certain recreational public access projects (e.g., certain projects involving access to hunting and fishing). Specifically, the amounts shall be not less than the greater of (1) 10% percent (rather than 3%) of those amounts, or (2) $50 million (rather than $15 million).

American Sovereignty and Species Integrity Protection Act
This bill prohibits the Department of the Interior from purchasing land in foreign nations to protect endangered species not native to the United States, which the Endangered Species Act (ESA) currently allows.

To amend title 54, United States Code, to prohibit the extension or establishment of national monuments in Arizona except by express authorization of Congress, and for other purposes
This bill limits the unilateral expansion of monuments on federal lands in Arizona.
Judiciary

Judicial Administration and Improvement Act
This bill creates a new, Twelfth Circuit Court of Appeals. In doing so, Arizona, along with Alaska, Idaho, Montana, and Nevada, would be removed from the Ninth Federal Circuit Court and into the Twelfth.

Injunctive Authority Clarification Act
This bill prohibits federal courts from issuing injunctive orders that bar enforcement of a federal law or policy against a nonparty, unless the nonparty is represented by a party in a class action lawsuit.

To amend title 28, United States Code, to provide that the United States district court for the District of Columbia shall have exclusive jurisdiction over actions arising under the immigration laws, and for other purposes
This bill grants exclusive jurisdiction to the U.S. District Court for the District of Columbia over the following: (1) cases arising under the immigration laws, or (2) claims by foreign nationals challenging an order of removal or another action authorized under the Immigration and Nationality Act.

Protect the Gig Economy Act
This bill protects the "gig economy" by prohibiting class action lawsuits based on misclassification of gig workers as employees rather than independent contractors and maintains the ability for individuals to file lawsuits on their own behalf.
Economic Freedom

Freedom for Farmers Act
This bill abolishes the Department of Health and Human Services' Agency of Toxic Substances and Disease Registry within one year of enactment while ensuring that critical public health safeguards are preserved.

Let Lenders Lend Act
This bill eliminates the "Home Mortgage Disclosure (Regulation C)" rule finalized by the Consumer Financial Protection Bureau on October 28, 2015 (The rule expanded the scope of information that must be disclosed with regards to home mortgages).
Immigration and Border Security

Grant's Law
This bill ends the "catch and release" of illegal immigrants who have been arrested for deportable crimes and ensures that these illegal aliens are not released back into our communities, which would prevent potential harm to law-abiding Americans.

Fund and Complete the Border Wall Act
This bill fully funds, completes, and pays for the border wall, while giving Border Patrol agents the resources they need to do their jobs.
Second Amendment

Knife Owner's Protection Act
This bill repeals the Federal Switchblade Act and provides protection from the patchwork of state laws by affirming knife owners' rights to lawfully travel with automatic knives.
Foreign Affairs

To terminate the designation of the Islamic Republic of Pakistan as a major non-NATO ally, and for other purposes
This bill removes Pakistan's designation as a major non-NATO ally, a status that allows for various benefits such as access to excess U.S. defense supplies and participation in cooperative defense research and development projects.
Government Reform

Defund the National Endowment for the Humanities Act
This bill prohibits the use of any funds that are made available to the National Endowment for the Humanities of the National Foundation on the Arts and the Humanities to carry out the functions, programs, and activities of such endowment.

Limiting Emergency Powers Act of 2021
This bill prospectively restores the primacy of Congress in defining national emergencies.

One Bill, One Subject Transparency Act
This bill limits Congress from legislating on more than one matter at a time.

No Rent for Freeloaders Act
This bill establishes a penalty for the Department of Housing and Urban Development for failure to enforce compliance with the public housing community service and self-sufficiency requirement under law.

Midnight Rules Relief Act
This bill allows Congress to consider a joint resolution to disapprove multiple regulations that federal agencies have submitted for congressional review within the last 60 legislative days of a session of Congress during the final year of a President's term.
