DeLauro Statement on House Passage of CHIPS and Science Act

Statement

"From powering our cars and TVs, to our smartphones and household appliances, semiconductor chips drive our modern lives. It is vital that we provide needed investments in domestic manufacturing of these semiconductor chips -- to create domestic jobs, fuel American manufacturing, and strengthen national security. I proudly voted in support of shoring up these investments today and applaud the Biden administration for their work to get this legislation through Congress. The $52 billion investment provided today will help America stay ahead in the 21st century. It bolsters our domestic production of semiconductor chips while reducing our reliance on foreign manufacturing. Make no mistake, this bill will grow our economy and fuel American ingenuity.

"I am disappointed that the bill does not include critical trade provisions from the House-passed COMPETES Act. This includes my National Critical Capabilities Defense Act, legislation that would have established a review process to protect U.S. supply chains from foreign adversaries like the People's Republic of China and Russia by empowering the government to screen for, review, and potentially block certain outbound investments that pose a risk to national security or that offshore critical capacities, American jobs, and supply chains. Unfortunately, outside influences worked tirelessly to kill this provision, prioritizing profits over American workers and our national security.

"We celebrate a much-needed win for domestic manufacturing and American jobs. It is imperative that we reinforce U.S. labor laws and deter China's harmful trade practices that result in offshored jobs, hurt our economy, supply chains, and domestic manufacturing. I will not stop fighting for reforms to ensure that our trade laws support workers instead of leaving them behind while large corporations reap the benefits."
