Date: July 28, 2022
Location: Washington, DC

Today, Rep. Frank J. Mrvan and the House approved the Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act by a vote of 243-187.

Congressman Mrvan stated, "This legislation takes historic action to address supply chain vulnerabilities, increase the production of American-made semiconductors, and protect our national security through American innovation. I thank my Senate colleague from Indiana, Senator Todd Young, for his steadfast leadership on this initiative. Together, we can continue to build on this achievement to make the investments that are necessary for our workforce and to enhance our domestic manufacturing capabilities, as well as improve our trade laws, so that all American workers can thrive and compete on a level playing field."

Previously, on July 27, 2022, the Senate approved this measure by a vote of 64 to 33. The measure will now be sent to President Biden to be signed into law.

In general, the CHIPS and Science Act provides $54 billion to assist with the building and equipping of chip plants in the United States and supports domestic chip research and development.

According to the House Committee on Science, Space, and Technology, only 12 percent of semiconductor chips are currently being manufactured domestically, down from 37 percent in the 1990s, and many foreign competitors are investing heavily to dominate this critical national security industry. In addition to improving our economic growth and national security, this legislation will aim to lower costs for American consumers by helping end the shortage of chips that have contributed to increasing costs of various consumer goods and cars.
