"The Fiscal Year 2024 National Defense Authorization Act contained many worthy provisions, including a well-earned pay raise for servicemembers and the Defense Department's civilian workforce; improved access to housing, health care, and other benefits for military families; and funding for critical projects in New Jersey at Joint Base McGuire-Dix-Lakehurst, Atlantic City, Newark, and other locations.

I remain troubled by Congress continuing to increase the Pentagon's budget without completing a comprehensive audit to reduce existing levels of financial waste and mismanagement. Strengthening oversight, increasing transparency, and improving accountability at the Pentagon must be a priority, yet, inexplicably, Congress is unwilling to fulfill this obligation..

The richest nation in the world can responsibly afford both a modern military that keeps us safe from threats, and vital domestic programs that help families get ahead. This shouldn't be a choice between one or the other.

Finally, it's critical that this legislation authorizes programs and funding to support our international allies and partners during the upcoming fiscal year. However, this legislation is not enough. Congress must take action as soon as possible to provide the necessary emergency assistance to Ukraine and Israel while also providing necessary life-saving assistance to address increasing humanitarian suffering and crises around the world. Supporting the most vulnerable around the world and standing with our international partners is central to America's national security interests."
