Background on House Bill 930

Representative Jason Saine is the primary sponsor of House Bill 930, "Dog Breeding Standards/Law Enforcement Tools", along with Representatives Nathan Ramsey, Chuck McGrady and Rayne Brown.
The bill also garnered 25 other cosponsors in a bipartisan show of support against what literally has become a "cottage underground industry" in North Carolina, "puppy mills".
The bill is a reasonable approach to an issue that has been lingering for years in the state. Though some have criticized the bill for not being strong enough, the language represents a clear compromise between animal advocates, law enforcement, agricultural interests and others so that the issue can be better dealt with in our state.
Though the North Carolina House of Representatives passed the bill 101-14, the North Carolina Senate has refused to take up the bill and thus refuse to address an issue that has impacted communities across the state for years.
