Congressman Becerra: Drought Relief not a "Zero-Sum Game"

Today, Congressman Xavier Becerra (CA-34), Chairman of the House Democratic Caucus, released the following statement after voting against legislation (H.R. 5781) that will pit communities in California against one another while the state is experiencing one of the most severe droughts on record:

"California needs legislation that will provide real drought relief, not legislation that robs Peter to pay Paul. The bill that House Republicans have rushed to the floor without hearings, debate or bipartisan consultation fails to solve our statewide water shortage.

"Drought relief should not be a zero-sum game. If we move forward with a bipartisan and transparent approach, working with all stakeholders, we can protect the water we drink, our environment and our role as America's -- if not the world's - breadbasket."
