Vote to concur with Senate amendments and pass a bill that extends fiscal year 2013 appropriations for the federal government, suspends the public debt limit through February 7, 2014, and requires American Health Benefit Exchanges to verify the eligibility of individuals who apply for premium tax credits.
Highlights:
- Extends fiscal year 2013 appropriations, reflecting any reductions in funding required in fiscal year, including, but not limited to, reductions included in the Consolidated and Further Continuing Appropriations Act of 2013 and in the Presidential sequestration order dated March 1, 2013, for the National Nuclear and Security Administration for fiscal year 2014 (Sec. 101)
- Specifies that appropriations granted in this resolution will be available until the first of following occurs (Sec. 106):
- Appropriations for any project provided for in this joint resolution;
- Appropriations for fiscal year 2014 without any provision for the preceding; or
- January 15, 2014.
- Suspends the public debt limit through February 7, 2014 (Sec. 1002).
- Increases the public debt limit on February 8, 2014 by the amount necessary to fund financial obligations guaranteed by the United States Government that are unpaid by February 8, 2014 (Sec. 1002).
- Requires the Federal Government to compensate public sector employees furloughed as a result of the lapse in appropriations that began on October 1, 2013 for lost wages as soon as practicable (Sec. 115).
- Requires the Federal Government to compensate state governments or other Federal grantees that used non-Federal funds to continue operations during any lapse in appropriations occurring in fiscal year 2014 (Sec. 116).
- Requires the Secretary of Health and Human Services to guarantee that American Health Benefit Exchanges will verify the eligibility of individuals applying to receive tax credits or cost-sharing reductions under the Affordable Care Act (Sec. 1001).
- Authorizes the Secretary of Transportation to appropriate up to $450 million for emergency relief projects in Colorado in response to the damage caused by flooding in 2013 (Sec. 155).
