"Recently, the HASC reviewed both the defense budget request for FY2011 and the Quadrennial Defense Review (QDR), which serves as a roadmap for defense programs for the next 20 years. At a time of tremendous economic difficulty, unprecedented deficits, and spending freezes in other parts of the budget, both the budget request and the QDR demonstrates the clear need for maintaining a strong commitment to our military engaged in missions in Afghanistan and Iraq, and other areas around the globe. In addition to contingency funding, the budget includes a military pay raise, a large housing allowance increase, $1.4 billion for NC military construction, no increases in healthcare fees, and numerous initiatives to help military families. In addition, the QDR lays out a plan for how we are going to fight and win both today's wars and future conflicts." (votesmart.org)

It fully supports the new counterinsurgency strategy in Afghanistan, which was the genesis for multiple attacks against our nation, including the terrorist attacks of September 11, 2001. The new plan in Afghanistan continues to show clear signs of success, putting us on the road to victory and ensuring that Afghanistan will no longer be used as a safehaven for terrorists." • Mike McIntyre. Letter to the Honorable Robert Gates, Secretary of Defense, U.S. Department of Defense. 30 September 2010. "Recently Secretary Gates announced broad plans to reduce costs in the Department of Defense and re-appropriate those savings throughout the Department. As part of this plan, the Secretary announced three longer term projects and eight initiatives that he plans to begin implementing immediately. These eight initiatives have the ability to affect the Department, its ability to effectively fulfill its mission, and the security of the nation. A decision of this magnitude should not be made without careful reflection, supported by rigorous analysis. We have been told by the Department that the Secretary had several meetings and reviewed these decisions carefully. However, it seems clear that this decision did not carefully consider the national defense implications of such a change, nor is the decision substantiated with any sort of calculation of the direct and indirect costs to our national defense structure. In addition, no information has been provided by the Department to demonstrate any level of analysis, either financial or strategic, to determine what risks are being introduced into our national security strategy and how we are to mitigate these new risks." • Mike McIntyre. McIntyre Concerned About Proposed National Guard Cuts. 8 February 2006. "Approximately 25% of United States troops currently serving in Iraq and Afghanistan are members of the National Guard or Reserve. Cutbacks in current manpower or equipment levels would be detrimental to our military's ability to continue carrying out their missions and will inflict additional and unnecessary stress on our troops. Reducing National Guard numbers and levels of equipment during a time of war requires a comprehensive examination and justification." (votesmart.org)
  • Mike McIntyre. McIntyre Statement on Voting No on Raising the Debt Ceiling. 2 August 2011. "First, by raising the debt ceiling once again, we are extending our nation's credit card for additional debt and continuing the spending binge that we must stop. We MUST rein in government spending. Second, we are risking our national security with arbitrary, harmful cuts that would undermine our force structure, capabilities, and the ability to provide for our national security, which is to "provide the common defense' that is our constitutional duty and is necessary for a free and strong United States. Everyone must share in reductions in spending, but to specifically, and arbitrarily, slash our nation's defense is not responsible. As General Martin Dempsey, the current Army Chief of Staff who has been nominated to become the next Chairman of the Joint Chiefs of Staff said, deep defense cuts would be "extraordinarily difficult and very high risk." (votesmart.org)
  • John Ramsey. Fayetteville Observer: Fort Bragg likely to feel pinch from expected defense budget cuts. 8 January 2012. "Congressman Mike McIntyre, a North Carolina Democrat, said the second round of defense cuts could be devastating. In a written statement, McIntyre said that's why he voted against the original bill that mandated cuts if the supercommittee failed. 'We have now reached that tipping point - it is here, it is real, and it will harm our national security,' McIntyre said after the committee failed to reach an agreement in November. 'With North Carolina being such a military friendly state, the last thing we want is to cut funds for vital programs that help our men and women here at home and abroad. And we cannot jeopardize our national security by weakening our overall national defense.'" (www.fayobserver.com)
  • Mike McIntyre. Issue Position: Taxes. 31 October 2011. "I was pleased to support an extension of the Bush tax cuts and have long supported additional measures to permanently eliminate the marriage penalty and the death tax. I will continue to work to see that tax relief comes to those who need it most." (votesmart.org)
  • Mike McIntyre. Statement on Tax Relief Bill. 15 January 2011. "The U.S. Senate has passed the bill to extend the 2001 and 2003 tax cuts. The U.S. House needs to do the same so that NO American has increased taxes on January 1, and we can make sure that those who are unemployed receive the help they need until they can find employment." (votesmart.org)
  • Mike McIntyre. Statement on Status of Tax Cut Extension and Unemployment Benefits. 6 December 2010. "During this time of economic challenges, it is important that Congress not adjourn until two important issues have been finalized. First, we need to extend the 2001 and 2003 tax cuts so that there are no tax increases on employers who provide much needed jobs and that there are tax breaks for middle and working class families who need the help and the jobs. Second, unemployment benefits for those that are out of work need to be extended. I urge the Administration and Congressional Leadership to keep working and find an agreement that will keep Southeastern North Carolina and the United States moving forward." (votesmart.org)

This bill will help families, individuals, and communities that are hurting during these tough economic times. Investing in small businesses, infrastructure, and education/training are the keys to getting our economy moving again." (votesmart.org)
  • Mike McIntyre. McIntyre Leads Effort to Support Infrastructure for Rural Communities in the Stimulus Package. 23 January 2009. "These programs provide vital funding for rural communities to provide clean drinking water, build hospitals, and improve schools. We must provide enough resources in the upcoming stimulus package to wipe out the large backlogs in the programs at USDA. This funding will help stimulate jobs in rural economies while also providing communities with the basic infrastructure so desperately needed." (votesmart.org)
  • Mike McIntyre. McIntyre Supports Economic Recovery Act. 13 February 2009. "Families are struggling. Inaction is not an option. This is about people having jobs, families having a roof over their head and food on the table. It's about families keeping their health benefits, getting educational opportunities, and training for jobs. Over the last several weeks, I have been traveling all over Southeastern North Carolina meeting with citizens, business leaders, and public officials, and they have all issued the clarion call that something needs to be done to help our local and national economy “ now!" • Mike McIntyre. McIntyre Votes To Provide $250 Check for Senior Citizens on Social Security. 8 December 2010. ""I voted to support this $250 payment to senior citizens, veterans, and people with disabilities who receive Social Security to help them make ends meet during this tough time. I supported this payment for the 54 million Americans since, unfortunately, there was no increase in their monthly income. We must always honor our senior citizens who have done so much to honor and support us! Although this bill did not pass, I will keep working to do all I can to help our senior citizens."...Similar Recovery Act payments in 2009 boosted GDP by about 0.5% in the second quarter of 2009, translating to roughly 125,000 jobs created or saved due to these payments.[Economic Policy Institute, 9/14/10]." (votesmart.org)
  • Mike Mcintyre. McIntyre Supports Jobs Investment Act. 4 March 2005. "State tax incentives are critical components in the effort to build our economies and provide jobs to our citizens. I look forward to working with my colleagues to pass this very important measure." (votesmart.org)
  • Mike McIntyre. McIntyre Votes Yes To Create Jobs and Get Our Economy Moving Again. 28 January 2009. "This jobs plan is about Main Street, Rural America, and the American economy. It is a broad-based package that targets many aspects of the American economy - not just one specific industry. In addition to helping small businesses with tax incentives, this bill also includes tax cuts that benefits families by returning more money to them, helping them afford college, and assisting first-time homebuyers. By having a comprehensive bill, the maximum numbers of taxpayers receive the maximum number of benefits. Our nation is facing the bleakest economic situation since World War II, and inaction is not an option. We need help, and we need it now!" (votesmart.org)
  • Mike McIntyre. HR 2. 108th Congress. Jobs and Economic Growth bill. Mike McIntyre voted Nay on 05/23/2003. (votesmart.org)
  • Mike McIntyre. McIntyre Supports Renewable Energy and Job Creation Act. 22 May 2008. ""High gas prices have only highlighted the need for a real energy policy that moves us forward," said McIntyre. "This legislation makes the right investments in the renewable energy sources of the future, protects our environment and will help create hundreds of thousands of good-paying American jobs." To reduce our dependence on foreign oil and to protect the environment, the Renewable Energy and Job Creation Act would increase the production of renewable fuels and renewable electricity, and encourage greater energy efficiency. It extends and expands tax incentives for renewable electricity, energy and fuel from America's heartland, as well as for plug-in hybrid cars, and energy efficient homes, buildings, and appliances." (votesmart.org)

""Today, Representative Mike McIntyre joined several of his colleagues in unveiling the "Make It In America" agenda for the 112th Congress. This is a plan to support job creation today and in the future by encouraging businesses to make products and innovate in the US and sell it to the world through strengthening our infrastructure and supporting investments in key areas like education and energy innovation. [...] - Small Business Jobs Act: Expands much needed lending to millions of small businesses and offers tax incentives to help small businesses grow, hire, and fuel our economy, without adding a dime to the deficit." (votesmart.org)
  • Mike McIntyre. Issue Position: Education. "I understand the concerns that have been expressed about the No Child Left Behind Act (NCLB). This measure, which reauthorized and revised the Elementary and Secondary Education Act, was signed into law in January 2002. Since its inception, educators across the nation have voiced concerns about the Adequate Yearly Progress standards and testing requirements as well as the lack of funding to states to implement the new law. In fact, many are concerned that the funding levels for programs under NCLB fall severely short of providing the necessary resources to our schools. Both the Higher Education Act (HEA) and NCLB will be reauthorized this year, and I will continue to work with my colleagues to improve the amount of funding appropriated to our schools." • Mike McIntyre. CONGRESSIONAL RECORD"Extensions of Remarks. 17 September 2007. "The contributing factors to global warming are many and are not concentrated from one source. Emissions come from power plants, vehicles, industrial processes, agriculture, forestry, and other land use, and waste management. If we are to be successful in curbing our greenhouse gas emissions, we must institute an economy-wide application to protect our environment while not dislocating any vital economic sectors. Working to reduce the contributing factors of climate change also has the strong potential of helping the U.S. reduce its dependence on foreign oil. New technologies are constantly being developed for alternative fuels and other petroleum-based products. It is important that we move forward with a balanced approach to both energy independence and emissions reduction that takes into account impacts to both the environment and the economy." (www.gpo.gov)
  • Mike McIntyre. Letter to Lisa Jackson, Administrator of the Environmental Protection Agency. 16 June 2010. "We are writing to express our deep disappointment and concern over the EPA's decision in its final PSD Tailoring Rule to depart from the government's consistent past practice of excluding biomass combustion emissions in calculating GHG emissions. This decision contradicts federal precedent regarding the carbon neutrality of biomass combustion and will discourage the responsible development and utilization of renewable biomass that could and should play a more significant role in our nation's energy policy. The PSD Tailoring Rule defines what stationary sources will be subject to greenhouse gas (GHG) emission controls and regulations in a phase-in process beginning on January 2, 2011. In the draft Tailoring Rule, the EPA proposed to calculate a source's GHG emissions relying on the EPA's Inventory of U.S. Greenhouse Gas Emissions and Sinks. In the final rule, EPA ignored its own inventory and equated biogenic GHG emissions with fossil fuel emissions. The EPA's proposal at a minimum implied, if not made it clear, that emissions from biomass combustion would not be included in the final Tailoring Rule because the EPA Inventory states biomass combustion emissions are of "biogenic origin" and are not currently included in national emissions totals. The Inventory explicitly excludes biogenic emissions because "it is assumed that the carbon released during the consumption of biomass is recycled as U.S. forests and crops regenerate, causing no net addition to carbon dioxide in the atmosphere." The EPA's reversal of this established position by including biomass combustion emissions in the final PSD Tailoring Rule appears to directly contradict previous EPA policy. The decision also contradicts long-standing federal and international precedents. Emissions from the combustion of biomass are not included in the Department of Energy's voluntary greenhouse gas emissions reporting programs, the EPA's greenhouse gas reporting rule, or calculations of international bodies including the Intergovernmental Panel on Climate Change and the European Union. Moreover, when the House of Representatives passed the American Clean Energy and Security bill (H.R. 2454) in June, 2009, Congress clarified that biomass material from both private and public lands qualify as a renewable energy source. A similar definition of renewable biomass is included in the recently released discussion draft of Senator Kerry and Senator Lieberman's American Power Act. While improvements should be made to the definition on federal lands, these definitions clearly demonstrate Congress's commitment to and support of biomass utilization. EPA's new interpretation undermines these objectives by arbitrarily eliminating the greenhouse gas benefits of biomass compared to conventional fossil fuels." (votesmart.org)
  • Mike McIntyre. McIntyre Votes NO On Climate Change Bill. 26 June 2009. "U.S. Representative Mike McIntyre announced today that he voted no on controversial climate change legislation. Congressman McIntyre stated, 'God's beautiful earth must be protected and preserved, but this bill is not the answer. It will cost jobs, increase electricity rates, pass on financial burdens to the next generation, and hurt ourselves in this global economy. It would potentially allow more jobs to go overseas to countries who do not comply with the same standards. 'My commitment in Congress has been to help working families and keep Southeastern North Carolina moving forward. During these challenging economic times, this bill is a hardship that our citizens and communities cannot afford.'" (votesmart.org)

  • Mike McIntyre. Statement on IRS 1099 Forms That Are Burdensome to Small Businesses. 1 December 2010. "Included in the health care reform law, which I did not support, is a burdensome tax compliance requirement for small businesses. Specifically, beginning January 1, 2012, a business will have to file an information return with the IRS if the total amount of payments made to another business in exchange for goods or services is $600 or more in a year. The increased cost of complying with the new reporting requirements will burden small businesses to the point that they limit hiring, forego certain investments, or reduce the number of vendors they do business with. Preparing and mailing 1099-MISCs has the potential to increase costs, as thousands of these documents may be required." (votesmart.org)

  • Mike McIntyre. McIntyre votes "yes" on health care reform repeal. 19 January 2011. "U.S. Rep. Mike McIntyre, D-Lumberton, voted to repeal President Barack Obama's healthcare legislation on Wednesday. He released this statement Wednesday evening: 'I voted against the health care bill last year because it did not address the long term problem of access and reimbursement for our hospitals, especially rural hospitals, it hurts small businesses and it cost too much money at a time when we have an exploding federal deficit. All of these problems are as acute today as they were last year. A true health care reform bill would ensure that our senior citizens and rural citizens get the same access to health care as others, reduce the skyrocketing cost of health care and health insurance for middle class families, not hurt small businesses and not keep spending money we do not have. The health care law fails on all of these counts. I hope that the leaders of this Congress, Democrats and Republicans alike, will join me in reaching across the aisle to pass a common-sense health care reform that achieves these objectives and, in so doing, helps to improve the health and well being of America's families.'" As a member of the Immigration Reform Caucus, Mike supports the Bipartisan Reform of Immigration through Defining Good Enforcement (BRIDGE) Resolution which lays out commonsense guidelines for immigration reform. Mike has committed to the following principals:-Reject amnesty and any legal status which pardons people who are here in violation of our laws -Require E-Verify for all employers, and also hold employees accountable -Provide sufficient border equipment and manpower to secure and control our borders" (votesmart.org)
  • Mike McIntyre. McIntyre Votes Against DREAM Act. 13 December 2010. "This week I voted against the Development, Relief, and Education for Alien Minors (DREAM) Act which grants legal status to the children of illegal immigrants. The bill does nothing to help secure our border and fix the broken immigration system which has allowed millions of illegal aliens into our country. Instead of making unauthorized alien students eligible for in-state tuition or legal status, the Federal government should focus on securing our borders and not granting residency and citizenship to people here illegally. Furthermore, granting taxpayer subsidized benefits to unauthorized alien students and a path to citizenship for those here illegally is a bad deal for taxpayers and punishes people who follow the law and immigrate through the legal process." • Mike McIntyre. McIntyre Statement on the President's Immigration Reform Plan. 7 January 2004. "The President's new plan to grant temporary residency to 8 million illegal immigrants is not fair or secure! Since September 11, our nation has worked tirelessly to strengthen its immigration system. This plan will not only jeopardize that work but could put the safety of American citizens at risk. Thousands of North Carolinians and millions of Americans are struggling to find work in a tough economy. They have contributed to our economy in the past and should not be shut out by people who entered this country illegally. In challenging times, we must build on our own strength rather than reward those who break the rules." (votesmart.org)

[¦] But McIntyre said preserving traditional marriage is 'a matter of principle.' 'It is our society's most basic institution,' McIntyre said. • Mike McIntyre. Strengthening Social Security. 9 February 2006. "Currently, there are discussions to reform the Social Security program, which has proven to be a stable source of income for millions of people throughout the last 70 years. While modest changes need to be made to keep the program solvent, privatization is simply not the answer. Privatization would dismantle Social Security, subjecting a guaranteed defined benefit to the volatility of the stock market. Transitioning to private accounts would also take $2 trillion away from the Social Security Trust Fund and dramatically increase the federal deficit. According to the Social Security Trustees, the Trust Fund will be able to pay full benefits until 2042. The Congressional Budget Office says we have until 2052. Obviously, the threat is not imminent and there is no need to rush towards a solution that doesn't answer the real problem." (votesmart.org)
